Citizen TV news anchor, Anne Kiguta, last week got a really amusing laughter meltdown. Before the news her director told her to “Chapa Ilale” as a way to psych her up. The phrase has various meanings and this got Anne Kiguta to laugh uncontrollably till she started crying.
